Access 07 Registered/Not registered

MS Access 2007 *is* registered?
Access Options | Activate generates the message
"this product has already been activated"

When Open an Access 2007 database, I receive an error message
"You are trying to open a read-only database."
Solutions offered include
"The database file's read-only Attribute is set"
The read-only attribute, however is "NOT" set
"You may have chosen the Open Read Only command in the Open
dialog box.
Sorry -- there is no dialog box
"Your license to use this application may have expired."
Sorry -- this is a full (non-upgrade) version;
this is *not* a Trial version

Any hints as to how I might open and edit any/all of my databases?

Never mind... I discovered the cause and two possible solutions --
The problem appears to reside within Microsoft Vista permissions on a
stand-alone (non-Domain) PC.
I have identified two possible solutions:
1. Visit each of my data bases, one at a time, and give
read/write permissions
to each PC user.
2. Promote each PC user to Local Machine Administrator, thus
bypassing a major portion of Vista's security schema.
