How to Export Unicode to CSV file with Excel 2007?

I'm trying to export a worksheet that has unicode data in it. When I save as
..csv format, some of the characters show up as '?'. If I save it as unicode
(Text format), it's a tab delimted file, but with the characters intact. I'm
trying import the file into Exchange 2007. I also tried to export the
worksheet as XML, but the option under Developer was grayed out, when I tried
it through Save-As, it tells me I don't have any mappings.

I'd like to either export the file as unicode into a .csv, or as xml. Any
hints?
