Filling out a form to create a template for another form?

Hi,
I'm trying to create an infopath template for creating reusable test
plans. I have a infopath template that contains the guts of 1 test. When
you click fill out, you are filling out what that test is. I.e. do this,
expected results, etc.

I want to take this output and make it into yet another form template.
Instead of being able to change the test plan, you can only say whether the
test passed, what version you ran this test against and a bug # if you found
a bug.

So I think I want some way to create an infopath template that makes an
infopath template.

Does anybody have any advice on how I can accomplish this or similar results?
