how many amount of government departments are using microsoft win.

I was just wondering from a conversation i have had with an it company
director regarding the possibiliy of him doing public sector work but he
thinks that they may be all specialised systems that are not generally
microsoft office based like 90% of private sector companies use. Could you
please satisfy my curiosity and roughly tell me what % of the public sector
is using microsoft office based systems that an it company could potentially
undertake work for, even though he is only a specialist with microsoft
systems that are similar to small to medium size business (SME's) ?

There are a few government systems which do not use Windows based
workstations. Most government systems (over 90%) that I worked on used
Windows as an Operating System.

Not sure which country you are talking about but all Government depts I have
worked with using Windows and Office as "Enterprise" application suite.
There are, of course, highly-ranked users insisting on their favourites
which have to be accommodated in occasions.
