Pen Button Toggle between Pen and Selection tool?

Can anyone tell me how to assign the pen button to switch between the writing
pen and the Selection/Text tool?

I tried downloading the latest Wacom driver but still could not do it. When
I set the button as a toggle, it works as a pen, but then toggles to a mouse
like curser/arrow that jumps all around and is not at all lined up with the
pen. (I tried calibrate, no-help).

I have an X61 tablet running Vista and outlook 2007. The place I found to
set the button functions was in "Control Panel", "Pen and Tablet Properties".
