pst usage is disabled on this computer

Recently i have update ms office sp2, i'm faild to import or export pst file
from outlook 2003. It's prompt "PST usage is disabled on this computer", may
I know how to enable the pst? Thank you.

Ask your network administrator. It's likely that they disabled PST usage for a reason.
