4.3.1 Message size exceeds fixed maximum message size/ Error: -17099

When I try to send an email above 8mb I get this error message constantly
from the outbox and it wont send? the other email systems in the office (PC)
can send any size they like internally and externally, I have also been
assured that there is not file size limit set by the server. Any help?
