can't open template wizard

I have created a template in excel. I am using the template wizard to
collect the data that is being entered into the template. Because the
template wizard is an addin a fellow co-worker downloaded the wizard for me
to use. The template , spreadsheet and wztemplt are all located on my memory
stick. If l open the template from the memory stick on the laptap using
office 2003 l get the message can't open template wizard. If l click on the
wztempt file first then open the template it does what it is suppose to
(saves the data to the spreadsheet).

When l use the same memory stick and files with my office 2000 computer l
don't need to open the wztemplt wizard first. It automatically works.

I want to avoid the first situation ie opening up the wztemplt first if at
all possible. I have tried adding it to my addin files on the laptop
hardrive with no success.

Any ideas or thoughts why this works one way on one computer and another on
the laptop. Is this a working as designed situation and l just need to work
with it.
