Outlook 2007 SP3 on windows 7 Professional. I saw the posting "How do I change recurring appointment to all day event?" by BobC dated 10/16/2008, which suggested using a start time of 0:00 am, end time 0:00 am, and a duration of 1 day. I can enter 0:00 am as the start time but it automatically changes to 12:00 AM. Going with a start time of 12:00 AM, an end time of 11:59 PM, and a duration of 1 day does produce a recurring all-day event but with a red crosshatch pattern over the entire day of every instance.
