Format toolbar is "grey" on New message & Reply message

I have tried to reset toolbar so that I can use
the Format toolbar. But it goes back to grey color
every time.

Try renaming outcmd.dat to outcmd.old to completely reset the Toolbar.

Thanks, but that doesn't work either.
It does let me rename the .dat file,
but does not let me reset Toolbar.
I can drag the Bold icon up to the
Standard toolbar, but when I close out,
it reverts back to grey.

The answer is: it is olny "live" in the HTML format.
