Getting a page break to take

Got two five-column tables on a single worksheet and want to stick a horizontal page break between them. I highlight the break row, go to Page Layout, click on Breaks > Insert a page break, get a little flicker in the row number as if it's taking, but then look and there's no break there (dotted line). Go to View > Page Layout and the two are separated as if there are two pages. But go to View > Page Break Preview and it's all one page. even though the context menu shows "Remove Page Break." And one page is the way it prints. I can get around it by using Set Print Area, but what am I missing here in setting up the page break? Thanks,
