How do I modify a distribution list on the Global Address List?

I have been told that I need to gain permission from the "owner" of the
distribution list. I don't know how to do that either.

The distribution lists in the GAL are usually created by administrators. You
usually have to have admin rights. Who created those lists? Ask your IT
dept or whoever created them.
