how do make the x axis to be the value axis for powerpoint graphs

I'm trying to make a PowerPoint graph so that the values are shown on the x
(horizontal) axis and the data labels are on the y axis. I can't find any
options for this.

Try changing the chart type from a column chart to a bar chart. Right-click
the chart and choose Chart Type....

When in the chart layout, click on the toolbar button to plot by row or by
column. This changes the x and y axis around. The buttons are side by side.
If you hover over them a tip should appear indicating which is which. Hope
