How do you number raffle tickets with 3 per page

I've created a raffle ticket in publisher with a stub on left hand side and
actual ticket on right h/s. I have worked out how to insert automatic
numbering on the tickets but, now I need to print 3 to a page with numbers on
stub to be the same as on the ticket, the numbers need to go up to 400. Ie:
first page should have numbers 1-3 on left and right h/s. At the moment all I
can do is print number 1 on all three tickets. Any help would be greatly
appreciated. Thanks

When you do a merge such as yours, only one ticket can be on the screen. Select
custom in page setup, adjust the gaps and margins. You will have to create a
data text box on both sides of your ticket.
Have you printed a sample? All entries being the same in the preview is a
Publisher bug in 2003.
