Installing Office 2003 Pro Error 1317

Hi Guys,

PC had Office 2000 on. Has been uninstalled and now trying to install Office
2003.
After getting half way though the installation it stops and get error code
1317 and says the following;

Setup cannot create the folder c:\program files\common files\microsoft
shared\web server extensions\60\BIN. Verify path excists and you have
permission to update it.

I have tried to open the 60 Directory but computer takes ages to open it can
i delete the directory in safe mode? or should i rename it for temp?
