Meeting request appears incorrect time in Outlook 2003

Hi All

I am figuring out a time mis-match problem when sending a meeting request in
our company. So far I have yet found any MS KB that fit the problem
description. We run Exchange 2000 on 2003 Server. Client app is Outlook 2002
SP2.

The problem:
When sending a meeting request from OL2002 to external clients (same time
zone), they receive the meeting 1 hour ahead. The problem occurs when the
meeting request is sent from OL2002 or 03 to external clients with OL2002 or
03. Yahoo and hotmail clients receive the meeting request at the correct
time.

The problem DOES NOT occur when the meeting request is sent from OWA
(outlook web access) to the same external clients (OL2002 & 03), yahoo and
hotmail clients. They are receive the correct time. The problem also DOES
NOT occur when the meeting request is sent from OL2002 or 03 as iCalendar.

I have checked the timezone, daylight saving settings on our company
exchange server, OL client and external clients application; all set to
GMT+10.00 with daylight saving option checked.

Any ideas how to resolve this problem?
