MociExt.dll error message?

I get an error message stating that Outlook can't install
or load the add-in MociExt.dll file. Once I click OK
Outlook opens and appears to operate correctly. Does
anyone know what this file is for, where I can locate a
copy of this file, or another way to correct the problem?
