Moving to New PC w/no OneDrive access

Hi!
I'm trying to move OneNote 2010 from one laptop to a new laptop. The new laptop will be in a secure environment and will not have access to OneDrive. I've tried the back up/restore process and it sees all the Sections, each in it's own folder, but it does not rebuild the notebooks, as they are on the old laptop. The Notebooks themselves are not created, but I can import the sections, although it renames every section from MySection1 to MySection1.one (on 1-15-2015).

Because I have a lot of notebooks, each with a lot of sections, I'm hoping it's just that I am doing something wrong. To have to go through and create each Notebook and import each of the sections then rename them will take me forever!

Any ideas?
