no "send/receive" emails. cannot load dialog/error 623/ help ?

I am unable to use the "send & receive" button on outlook 2003 to retieve my
emails. The message i receive is" cannot load dialog box" " error 623" and
"system could not find phone book entry" please help

Following Microsoft article Q314076 I am also trying to create a VPN to get
rid of the error mesage 623 when I hit send/receive in Outlook 2003(using XP
Pro). I have 2 computers connected through a Netgear Router to a Telstra
broadband connection. When setting up a VPN it asks for "type the host name
or the IP address of the computer you want to connect to".

What IP address is required here ........my Router address, the address of
the other computer, my ISP address........something else? I would appreciate
any suggestions.
