Office 2007 installation corrupted

Something is wrong with my Office 2007 installation. I've already tried both
an Office repair a full un/re-install. Neither of these have resolved the
issue.

The problem manifests itself in a few ways. One way is that Some of the
resource strings shown in various dialogs are wrong/corrupt. For example,
some of the text in the Outlook -> Tools -> Options -> Mail Format -> Editor
Options dialog window is garbage. The first tabe in this window, "Popular",
shows an icon on the right pane with two people in it. To the right of that
icon is just the single letter 's'. Furthermore, below the icon the label for
the next section is: "oÀÿ" and some other characters I can't enter. The rest
of that window is fine, but if I click on the "Advanced" tab on the left,
then the entire right pane is corrupted, all of the text is garbage character
intermixed with real words, although they don't make sence.

Another way my problem manifests itself is if I try to write a plain text
email, when I send it all of the new-line character get converted into the
string "<unk" or sometimes "<unk>".

As I said, I've already done an uninstall and reinstall and that didn't
help. Also, aside from these resource strings being corrupted, everything in
Office seems to work fine. Is there any way to do a more complete uninstall
to fully clear out these strings and then reinstall?

Any other ideas?

Note that this has shown up on two Office 2007 installations. Doesn't anyone
have any suggestions? At least some way to fully uninstall Office so a
reinstall has a chance of fixing this.
