I am getting the same error. I downloaded the beta (pre-Beta 2) and was able
to use my sections from OneNote 2003. I worked for several weeks, then
recently did the Beta 2 Refresh and my sections still worked. However, when
i moved them to my laptop (which was using OneNote 2003), i received the
error mentioned in this posting.
I loaded the Beta (this time I could only get the Beta 2 Tech Refresh) and i
still get that error on my laptop.

Right, but what version created the files you're trying to open? Where did
you get the "section" that OneNote says is from an earlier version?

Just to be clear. Which version of OneNote did you use to create the
file(s) that you are being told need to be converted? In other words
which version of OneNote did you use to create what you called "my old
onenote database"?

What precisely is the message you get?
I could be wrong but the only converter I remember was for files
created in one of the betas to upgrade to a "technical preview" or
something like that. That was about a year ago, probably more.
Were the files created by a OneNote beta?
There shouldn't be a problem moving from the original OneNote release
to SP1.
