Outlook crashes when trying to send

When I try to receive e-mail I get an error "Internet Mail
is not registered properly. Please re-install and try
again" When I try to send Outlook immediatly crashes. I
have re-installed Microsoft Office (includig Outlook). I
have re-installed Windows 98. I have reinstalled the
windows installer and I have run regsvr32 outlmime.dll.
The problem won't go away! What is the next step?
