Outlook2K3 keeps downloading the same messages

I am experiencing a strange Outlook 2003 related issue:

On the How to Respond to Request for Read Receipt setting in Tools > Options

Preferences > E-mail Options > Tracking Options, my setting is set to

"Never Send A Response". I also leave copies of my POP3 mailbox messages on
the server so I can pull them from a different computer later. When I
receive a message from somebody who set their message to Request a Read
Receipt or Delivery Receipt, my Outlook 2003 downloads this message many
times, until the message is manually deleted from the POP3 mailbox on the
server (SendMail for NT). If I change either of the two settings in my
e-mail client to something else (i.e. Prompt for Response or Not leave a copy
on the server), the problem goes away.

Are you aware of any way to fix this? Thanks in advance.
