Problem installing Access 97 on Windows XP SP3

I have a huge and complicated database build on Access97. It'd cost too much
money and time to convert it to a newer version but I pretty much I have to
use it on a daily basis. I know how to install multiple versions of Access on
the same machine (i.e. to rename font files, etc.) and had no problem in the
past until recently I upgraded my O/S to Windows XP from SP2 to SP3. I
followed the same procedures as I did many times in the past but this time I
ran into problem. The installation process went fine until at the end it came
up the following messages.

"Accwiz.dll was unable to register itself in the system registry."

and then it says the program was not installed successfully. When I try to
launch Access 97, it gave me another message:

"Microsoft Access can't start because there is no license for it on this
machine."

Again, I have done the file rename procedures. I also ran jet35sp3.exe file
but it won't fix the problem. The worst part is I cannot uninstall it,
neither from the original CD, nor from the Add or Remove Programs. The error
message is:

"The Setup configuration file 'C:\PROGRA~1\MIFF2D~1\OFFICE\SETUP\Off97Pro.
STF' is missing or corrupted. Try running Setup again from where you
originally ran it."

I know I can probably just roll back to SP2 to make it work again but am
hoping someone got some solutions so that I don't have to reinstall the O/S,
which is always a hassle.
