Problem opening .vsd file with included .vss file with Visio viewer

Dear lazyweb,

We have a .vsd file that gives the following error when opening it
with Internet Explorer / Visio viewer:
The Microsoft Office Visio Viewer was not able to complete the
operation.
Other visio files don't give the error.
The file opens in Visio. I can see that the .vsd file also opens
two .vss files. I can see that in the Window menu.
I googled and found out that .vss are "stencil" files - are these
embedded inside a .vsd file??
One of the .vss files is probably a "visio default" file, the other is
most certainly created here on site, judging by the filename.

My theory is that there is something "special" with the .vss file.
This prevents Visio viewer from correctly opening the .vsd file. But I
never use Visio, I don't know anything about it. I only have to give
technical support on it. The people that use it probably know it
better than I do. :)

Am I on the right track with my theory or is something else going on?

No, the stencils should not affect display in the viewer. What version of
Visio was the file last saved in?

That *should* be Visio 2003, either Professional or Enterprise
Architect.
Until a few weeks ago, we also had Visio 2002 on site, but all those
installations were upgraded, and this particular .vsd file is more
recent than the upgrade.

Some users have Visio 2007 at home (bought with the MS Home Use
Program) but it is strictly forbidden to use any Office 2007 file
format at the company. I have some very nice powerpoint presentations
explaining this decision in detail. Powerpoint 2007, of course.
Anyway, I have a copy of the file too, I have Visio 2003 Pro, and to
me it looks like a Visio 2003 file. I didn't see any conversion from
the 2002 to 2003 file format when opening it, I didn't see anything
out of the order in the Save As dialog.
I opened the file in Visio 2003 Pro and saved under a different name,
still 2003 file format, but the problem stays.

I have decided to close the incident.
The user got a .jpg version from the developer.
