Progress bar shown on Rolled Up Summary Tasks is showing too much progress

I am working with a file that was created in MSP 98, and opening it in
MSP 2000. The activities are not resources loaded. I have color coded
the activities with flags. Each series of activities rolls up into a
Summary task. The activities in each series are linked, but there are
no links between the Summary task and the activities underneath it; or
between Summary tasks; or between series.
I have set the "Format/Bar Styles" setup to show progress on the
individual bars with a definition of "Progress...Actual Start/Complete
Through". I have also setup the "Format/Bar Styles" to show progress
on the Summary bars with a definition of "Progress....Show for
Tasks-Rolled Up...Actual Start/Complete Through". The problem is that
the Summary bars are showing greater progress than the individual bars
beneath them. It doesn't make sense. If I hover the cursor over the
progress bar on an individual activity, it shows "Complete Through
11/29/06". If I hover the cursor over the progress bar on this
activity's Summary activity, it shows "Complete Through 12/20/06". The
data date is 11/29/06, but I don't know where the 12/20/06 date is
coming from. Do you have any suggestions? We wanted to set it up with
progress shown on both Summary activities and detail activities because
sometimes we will print reports for just the summary bars, and
sometimes we will print just the detail bars. The two reports must
tell the same story.
