Publishing Project Fails with error 23000

I'm using Project 2007, and I'm getting an error when I try to publish.
After a completion status of 3%, I get the following error:

"Project Server encountered a problem with this error code: 23000"

I checked the project queue on the server, and it just showed the same
error. This occurs when publishing all projects. I would appreciate any
direction.

It would help if we knew your current level of service packs and cumulative
updates to your Project Server 2007 system. Without knowing this, I see
that there are two April hotfixes that deal with the 23000 error code:

I don't know if either of them describe your situation. When you reply
back, please let us know your current level of updates to Project Server
2007.

There were no approved updates I was aware of on the Project Server 2007
system so it seems I am fully patched. After giving the server the old
reboot, publishing started working again. Thanks for your time though!
