Strange problem with Outlook 2003

Hi there,

I hope someone might be able to help with this one.

I am running Outlook 2003 V 11.8118.8122 (SP2)

Whenever I start it up it no longer sends or receives mail and instead
gives this sort of error

When sending: Task 'New Adam - Sending' reported error (0x8004210B) :
'The operation timed out waiting for a response from the sending (SMTP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'

When receiving: Task 'xxxx - Receiving' reported error (0x8004210A) :
'The operation timed out waiting for a response from the receiving (POP)
server. If you continue to receive this message, contact your server
administrator or Internet service provider (ISP).'

I have spoken to the ISP and they say all is OK from their end.

The interesting thing occurs When I try and test the Account via
Outlook/Tools/Email Accounts/Test Account Settings I get the following
response from SMTP and the same with the POP Server:

Find outgoing mail server (SMTP): Outlook could not connect to the
outgoing mail server (SMTP). The problem could be the server name or
port, or your server may not support SSL. Verify your port and SSL
settings in More Settings under the Advanced Tab."

BUT when I go into Control Panel/Mail/Email Accounts and test the
account settings from there it all works and sends the Test Message
which I successfully receive via Netscape's POP mail reader.

I have tried creating a new profile and Accounts but that hasn't helped.

Has anyone got any suggestions

Open a command prompt window and enter the command

telnet yourpopserver 110

where "yourpopserver" is the fully-qualified domain name of your incoming
POP server. If you don't see a response that starts with "+OK", then you
have a network issue and that's why you're getting the error. Can you
browse the Internet with IE?
