Is the any way to suppress automatic signatures (in Outlook 2007) for
inter-office email only? We have an Auto signature set for all new email and
"none" for Replies. We would like to automatically suppress the signature on
new mail to other company employees.

No. I just select all (ctrl+a) and begin typing when I don't want to use a
signature. You could also create a blank sig and select it (r-click on the
sig) for internal mail.
