This patch package could not be opened. Contact the application vendor to verify

I have gone through the knowledge base and the solutions
posed do not resolve the problem. I am running SP4 on Win
2000 and the product is Office 2000 Professional. I have
tried cleanup, I tried all the suggestions and I am unable
to uninstall or repair any of my office applications
including Project and Visio. Help!
