This patch package could not be opened.....

I am getting this message when I try to update/remove/repair my office
pro 2000 package. I know about the Microsoft Knowledge Base Article
236597 unfortunately it only addresses the problem for Windows
installer v 1.1 and I have installer v2.0.2600.2 Is a windows
reg cleaner available for this?
I have a DELL with ME installed and Microsoft suite and office 2000
pro. I recently installed stamps.com (what a mistake) it made word
and outlook inoperable before realizing the stamps.com was the problem
I believe i corrupted the registry .i used system resore several times
and have finally given that up
