"Transparency" not working

Using Publisher 2003. At one time my "transparency" option was working. Now
it is greyed out. How do I fix it? i'm referring to the "fill" edit in
formating a "text" box.

By default, text boxes in Publisher 2003 are transparent. Select a color and then the
transparency slider becomes active.
