What does "not implemented" mean?

when i try to export contacts, a pop-up box says "not implemented". how can

Greetings!

This is the third time I've gotten hung up with the "Not Implemented" box
when ttempting to send/recieve email using Outlook 2007. I think there must
be some Windows Update that disables Outlook 2007, since this appliction
worked for a while fter I did a System Restore but then stopped working again
fter Windows Update did an overnight download.

What file gets downloaded that screws up this sorftware so that I can
exclude it from the Windows Update schedule?
