Word 2k3 keeps opening with unwanted toolbars

I have a document that every time I open it to edit it the Control toolbar
opens and the 'design' toolbar is open from the Control. I've done
everything but delete the Control toolbar but I can't get rid of it being
active when my document is opened. what am I missing?

Save the document as and .RTF file, then close it. Then open the .RTF file
and save it back as a Word Document

Doing that will remove any macros or whatever it is that causes a document
to open in that manner if it ever contained a macro, even if the macro had
been deleted.
