I am trying to upgrade from Project Server 2003 to Project Server 2007, I
ran the prescan /all and
scan finished without failure
Number of sites skipped (already scanned): 0
Number of sites scanned: 20
Number of broken sites: 0
Number of webs scanned: 20
Number of broken webs: 0
Number of webs using custom template: 20 (100% of total).
Number of pages scanned: 1550
Number of unghosted pages: 1 (0.06% of total).
I proceeded to install SharePoint V3 with inline upgrade, it indtalled
successfully and ran the SharePoint Products and Technologies Configuration
Wizard successfully. and at the central administration said upgrade
succeeded. than I installed Project Server 2007 with SP 1, after the
installation it ran the SharePoint Ptoducts and Technologies configuration
wizard again, at the last step I received:

I check the log and event log points to C:\Program Files\Common
