Why can't get text box of milestone to unprotect??

I am using Visio 2000, and I am unable to adjust the size of the text box of
a line milestone.. For example, if i were to type in a normal text box, I can
pull and adjust the box size using the handles, and the text wraps
accordingly. With my line milestones however, everytime I open a file, they
are locked (have padlocks over their handles) and then even after I've
unlocked them under protection I am still unable to adjust them (now there's
an X in the green box's/handles)

What is going on and how do I fix it?

well it's probably not broke. Most of the shapes in the milestone addin are
groups, not plain shapes.
