100% Complete not rolling up to Summary Tasks

I have searched for this problem in this discussion group and have found two
previous entires where resources had been assigned to summary tasks causing
the problem.

However, in my affected plans I do not have any resources assigned. I have
triple-checked that every single task and milestone is updated to 100% but
some summary tasks stay at 99%. I have even made them all 0% and worked my
way through each task individually. I have tried changing the overall project
summary task to 100% and it flicks straight back to 99%. Some of the
summaries stay at 100% until I update somewhere else, then it flicks back to
99% I do not have any links to external tasks.

What else can it be?

A nearly identical question on this subject was posted by Kathleen in
this newsgroup on 12/6/05 ("Summary task set at 99% complete"). Take a
look at the thread to that post - it most likely has the answer you need.

That is one of the previous entries I found - it relates to resources
assigned to summary tasks, but I am not using resources in my plans.

Only part of the referenced post relates to resources on summary lines.
Rod also talked about a potential problem with "normally assigned"
resources whose Remaining Work is > 0. Did you check that out?

If everything still looks ok, I'd be happy to take a look at your file
if you don't mind e-mailing it to me. If it has sensitive data, I can
send you a macro that will desensitize it or you can go to fellow MVP,
Jack Dahlgren's website at:
http://masamiki.com/project/macros.htm
and use his macro called "scrub". If you do send it, make sure to zip it
first.
