2 Exchange Servers on 1 Network.

I'm a little new to this, so this may be a simple question.

I have a domain, city.org. There is an exchange server internally, that
hosts the city's e-mail, mail.city.org. (Exchange 2000 Enterprise)

The city also provides internet access to an organization via their network
that also has an exchange server, mail.development.org. (SBS 2003). These two
servers are seperated by a simple Linksys router.

All was well until they installed a Cisco PIX firewall. Now, the city can't
send e-mail to the development organization. It replies that you do not have
permission to relay.

The specific error message says:

You do not have permission to send to this recipient. For assistance,
contact your system administrator.

<EXCHANGE.city.org#5.7.1 smtp;550 5.7.1
<[email protected]>... Relaying denied. Please check your mail first or
restart your mail session.>

The development organization call send e-mail to the city without any
problem.

I found the Knowledge base artice 320027, but I don't want to use the
exchange workaround, and the city dosen't want to turn of the Mailguard
feature on the PIX.

I would think that i could accomplish a solution by entering a MX record in
DNS, but when i try to put a MX record in DNS, I run into the problem of
having the city.org added to whatever i enter in there. What can I do?

NDR 5.7.1: Permissions problem. For some reason the sender is not allowed to
email this account. Perhaps an anonymous user is trying to send mail to a
distribution list. Check SMTP Virtual Server Access Tab. Try checking this
box: Allow computers which successfully authenticate to relay. User may have
a manually created email address that does not match a System Policy.

This question really belongs in an Exchange newsgroup, not Outlook however.

Yes, I have posted it in the exchange adminstration group as well.
