Access 2003 - Tab Control "Shakes"....

When a "ball mouse" (NOT optical mouse) is moved around
ONLY over the Tab Control. the entire Tab Contrl "shakes".

If I move a mouse on any other area of the Form EXCEPT
the Tab Control, there is no shaking.

Ideas?
