Adding email comments

Is there a way that I can add comments to an email? Specifically, I have lots
of email in my inbox and other folders that I must refer back to, and I would
like a way to add comments on to them like what I’ve already done and maybe
have those comments displayed whenever I move my mouse over them.

Is there a way I can do that? Or even a plug-in?

No, but you can choose open the message and then choose Edit-> Edit message
