An outlook menu taskbar

I'm not sure if it's really called a taskbar but I remember on my parents old
computer at home, there was a taskbar thing that would sit vertically on the
left side of the screen and would allow you to go to 3 menus on the one bar:
1. being for Outlook where you could click the icons to open new messages,
appointments, contacts, tasks, notes, etc. The other menu was for Program
Files that displayed little icons you could click to open files in you
Program menu. The third was an Accessories menu that did the same as the
Program menu. I am trying to display that on my work computer with Office
2003 and Windows XP Professional and can't seem to find where to do that.
Does anyone know where and how I can get that to work?

In Windows XP you can create your own toolbars and add whatever shortcuts to
it you like. RIght-click an empty area of the Taskbar and choose
Toolbars>New Toolbar. Create Outlok shorcuts on that bar that do what you
want. Open Outlook's Help and search for "command line". Expand the
"command line switches" topic and discover how the shortcut targets should
look. For example, a new message window will open if your shortcut target
looks like this:

"C:\Program Files\Microsoft Office\OFFICE11\OUTLOOK.EXE" /c ipm.note
