apply blurred edge on picture

I'm trying to apply a soft (or blurred) edge to a picture - using Microsoft
Publisher. Can't figure out how to do it.

You can't do this in Publisher. You'll have to blur the edge in a photo
editing application and then import the result into Publisher.
