Assigned Units are Changing-Why?

My project tasks are set to fixed units, effort driven. My reources'
assigned units are set at the task level to 75%. I enter the work for each
task. After scheduling and leveling, the resources assigned units change from
from 13% to 36,000 percent in each project. Why do the units change if I
have selected Fixed Units? Shouldn't the duration be the only atribute
changing (W=D*U)? Each project is linked into a master project. The master
is being leveled.

If you are using the auto leveling, anything seems to go.

Also, there are situations where Units has to change even if you have fixed
units. Based on constraint dates or what not, the duration could be locked
for example.

Yes, in inidividual projects...We set resoruce units in all individual
projects (that are linked to a master project); then when changes are saved
and the master project is leveled, the individual project resource units come
back various percentages eventhough all tasks are set to fixed units.

We do use auto-leveling and allow project to split tasks.

Further: we enter 'units' and 'work' manually based on resource estimates
and let the duration be chosen by project. All tasks are set to constraint
type start "As Soon As Possible."
