Attachments

When generating a new message, the bottom window isn't available to add an
attachment. When I proceed, the attachment is visible only on the main
message and it does not get sent through.
However, if I receive a message with an attachment, I can reply and add an
attachment in the usual way - the bottom attachment window is then present
and it shows up and can be sent successfully.
How can I get the bottom window for attachments to appear every time?

Youi are using Rich Text Format for your New mail format - change it to
either Plain Text or HTML
