Automatic Notification of task changes

Using: MS Project 2002 without MS Project Server

Background: I'm working on a very large project. Currently, we have a
certain group of individuals who collect updates. Those updates are then fed
to two people who are the only ones allowed to update the project plan. We
currently do this via "live" meetings but are considering switching to email
updates. This has brought up the concern of how do we know that our updates
have been made?

I've done some research on how to ensure that updates notifications are sent
out automatically. The information I found was geared towards notifying the
resources for a task, however. Those of us who are gathering the data and
feeding the updaters aren't listed as resources for our tasks, and it would
be cumbersome to add us to each and every task.

Is there a way to tell Project that if there are updates to a task, to match
the data in a specified column with an email address and send an update
notification for that task only to that address?

For example, say there is a column titled "Project Number" and the numbers 1
through 5 are listed in that column. I'd like project to send notifications
to PersonA if the number 1 is present in that column, PersonB if the number 2
is present, etc.

Is there a way to do this? Or any other ideas on how to accomplish this?
