How do I enlarge a business card so it will print filling the page? I just
want to enlarge it so it will fill the 81/2" X 11" landscape.

It's about 315% enlargement from 3.5 x 2. But that's to get 11 x 7"

Save it as a picture (JPEG or PNG - 300 dpi) then reimport
the picture....now you can drag the corner handles and enlarge
it to fill the page.

If you make it a picture then drag it to enlarge it, won't that make the font
look fuzzy?

Yes, print it at a larger size from Publisher. That's the second best
choice. The best choice is to design it at full size. But if you only
have the 3.5 x 2 version then print it at about 300 to 315 percent
depending the on the size of the margins of your printer(s).

================================
If you save .png at 300 dpi and don't print the
resulting project extremely large it should look OK.
Why not try it and see if it's acceptable.
