Can I get an alert from another user's calendar

I want another user's calendar to send me a message (alert) whenever there is
any change to the (his) calendar. This is not a sharepoint calendar, we are
on the same exchange box.

Not out of the box. There may be some third party add-ons to do it, you
could try searching http://www.slipstick.com.
