CAN YOU DISTORT WORDING AS IN PHOTO SHOP

I am making a zine for a design class and want to distort the wording such as
making it into waves. Can I do this in either publisher or word?

Using WordArt, yes to both (but not to the same degree as you can with
PhotoShop).
