can you import a publisher 2000 file into publisher 2003?

You don't import it - you just open it and save it. Nothing special to that.
The formats are different going backward, not forward.

Well, technically the formats are different going forward, it's just that
you don't notice it as much.

Some formatting will be lost in the transfer.

Thank you very much. We were concerned because somebody reported they could
not open a file we sent them.
