You need something like Paint Shop Pro or PhotoShop (and the various
other programs, which aren't so expensive) Something you can open the
picture in and change the size, resolution, etc. But, if the picture isn't
good/sharp to start with, you can't do much. Using the sharp option
sometimes just makes the pixels show.
